Digital Document Management System (DDMS 2.0) for Government of Malaysia

Solution Overview

Digital Document Management System (DDMS) is an Electronic Records Management system which was first introduced in 2014. This project is one of the initiatives under the National Key Economics Area (NKEA), Communications, Content and Infrastructure (CCI), Entry Point Project (EPP) 6, eGovernment – Paperless Government. In line with the National Blue Ocean Strategy (NBOS), MAMPU spearheaded the development of this project together with the National Archives of Malaysia who is an expert in a records management.


By using cloud computing technology, DDMS 2.0 can be accessed 24/7 via internet. This technology and unique features offered by DDMS 2.0 has encourage 205 agencies including all ministries to come on board, as of June 2021. The number of active users has reached 35,000, who upload, share and retrieve records on regular basis.


The encouraging adoption rate by the ministries and agencies was prompted by the need for the solution based approach towards minimizing wastage of resources, increasing an accessibility, speed and transparency of the Government services.


By introducing the new version of DDMS, this system is expected to be extended to the whole public sector by 2020 to ensure government records management is managed electronically in order to fulfil the objective of getting the Malaysian Government to go paperless.
